CPF and Certified Training: Selling Compliantly in France

The certified training market in France: key figures

Certified professional training is the most structured segment of the French market. France Compétences, the national authority, committed €21.6 billion in 2024 and has budgeted €15.1 billion for 2025.

The CPF (Compte Personnel de Formation — Personal Training Account) remains the main individual funding channel. Since May 2024, a €100 co-payment applies to every application, except for jobseekers. This measure reduced application volume but improved inscription quality — impulse purchases dropped significantly.

For trainers, two realities coexist:

  • With Qualiopi — you access public funding (CPF, OPCO, Pôle Emploi). Average ticket is higher because funding absorbs part of the cost.
  • Without Qualiopi — you sell directly (B2C, B2B). No public funding but no administrative constraints either. Many independent trainers operate successfully under this model.

The total professional training market in France exceeds €35 billion in 2025, up 25% since 2022.

Qualiopi: the mandatory certification for public funding

Since January 2022, Qualiopi certification is mandatory for any training organisation seeking public or pooled funding.

What Qualiopi requires

7 quality criteria, broken down into 32 indicators:

  1. Public information — access conditions, objectives, content, methods
  2. Service objectives — adaptation to beneficiary needs
  3. Audience adaptation — needs analysis, positioning
  4. Teaching resources and tools — materials, supervision
  5. Trainer qualifications — skills, continuing education
  6. Professional environment integration — monitoring, partnerships
  7. Continuous improvement — feedback collection, complaint handling

Cost and timeline

Initial audit: €1,500-3,000 depending on the certifying body. Certification validity: 3 years, with an intermediate surveillance audit. Dossier preparation: typically 3-6 months.

Is it worth it?

If you're targeting CPF as an acquisition channel, yes. The CPF generates a flow of qualified, motivated prospects. But the administrative cost is real: documentation, quality tracking, audits. For a solo trainer, it's a significant time investment.

CPF, RNCP, and Répertoire Spécifique: how it works

For a training course to be CPF-eligible, it must prepare for a certification listed in one of two national registries:

RNCP (Répertoire National des Certifications Professionnelles)

Lists certifications with professional outcomes (diplomas, professional titles). RNCP registration validates that your certification enables the holder to practise an identified profession. This is a lengthy process: 6-12 months, with a detailed dossier demonstrating certified graduates' professional integration.

RS (Répertoire Spécifique)

Lists certifications and accreditations for complementary professional skills. More accessible than RNCP for independent trainers offering specific competencies (project management, digital tools, languages).

The €100 co-payment

Since May 2024, CPF beneficiaries must pay a €100 co-payment per course. Exceptions: jobseekers and employer top-ups. Impact for trainers: low-priced courses (under €300) are most affected, as the co-payment represents a significant share of the total cost.

Advice: if your course costs less than €500 and targets employed individuals, the co-payment may discourage CPF enrolments. Consider direct sales (outside CPF) as an alternative.

Certification as a commercial lever

Beyond access to public funding, certification increases your training's perceived value:

  • Credibility — a course certified by a Qualiopi-accredited body inspires trust. Companies funding employee training often require Qualiopi.
  • Premium pricing — certified courses sell for 2-3× more than non-certified ones, as they lead to officially recognised qualifications.
  • Acquisition via MonCompteFormation — your course appears on the MonCompteFormation platform, which receives millions of visits. It's a free, qualified acquisition channel.

But certification isn't an end in itself. A poorly designed certified course will sell less than an excellent non-certified course with strong testimonials. Content quality remains the #1 sales factor.

Selling without CPF: the direct alternative

Many independent trainers choose to sell directly, without going through CPF. This model has its advantages:

  • No Qualiopi constraint — you focus on content, not administration
  • Pricing freedom — you set your rates freely without depending on CPF caps
  • Speed — you can launch in days, not 6 months
  • Hybrid model possible — combine one-time sales and subscriptions

The B2C training market outside CPF is growing strongly, driven by social media and the legitimacy online trainers have built. LinkedIn, YouTube, and newsletters have become powerful acquisition channels for trainers building their audience.

The key: offer concrete, measurable value. A trainer who promises "you'll know how to do X in Y weeks" and delivers on that promise doesn't need certification to sell. Testimonials and client results serve as social proof.

Frequently Asked Questions

How long does it take to get Qualiopi certified?

Expect 3–6 months of preparation. The audit itself takes 1–2 days. Certification is issued within 2–4 weeks after the audit, provided no major non-conformities are found.

Can I sell training online without Qualiopi?

Yes. Qualiopi is mandatory only for accessing public funding (CPF, OPCO). Direct sales to individuals or businesses do not require certification.

Has the €100 CPF co-payment reduced sales?

Overall CPF application volume decreased, but enrolment quality improved. Low-priced courses (under €300) were most affected. Premium courses (€1,000+) saw minimal impact.
